The reform efforts in digital government construction are steadily advancing, with increasingly widespread adoption of information technologies. As a result, IT systems are becoming more complex, and organizations are relying ever more closely on both information and network systems to support their core operations. This heightened dependency places greater demands on the stability and reliability of IT infrastructure resources. To address these challenges, an integrated operations and maintenance (O&M) service project has been launched, leveraging scientific management approaches to streamline O&M processes, enhance efficiency, and ensure the dependable operation of IT systems and network infrastructure. In recent years, with the gradual deployment and construction of the Tianwang Project, along with the progressive adoption of various information systems and cutting-edge technologies such as cloud computing and big data, the scale of public security's Tianwang information infrastructure has steadily expanded. This rapid growth, however, has posed significant challenges to Tianwang operations and maintenance, particularly due to the wide geographic distribution of maintenance nodes, the large number of devices, their scattered locations, and the resulting complexities in upkeep. As a result, users now need to dedicate substantial human resources to ensure the stable operation of these critical systems—making it increasingly urgent to enhance both the efficiency and quality of Tianwang's IT maintenance efforts.
